Management System. This multi-agency approach provides for organized leadership and response to emergency situations while ensuring effective communication," says Holden. This is accomplished through the establishment of an Incident Command Centre at a location near the site of the emergency. It is the place where leaders from all involved agencies gather to form a unified command post. The various leaders also have pre-designated roles regardless of the emergency so they address the situation immediately.
